Through years of experience reviewing and valuing property, he has developed a business valuation approach when analyzing intangible assets, machinery and equipment, furniture and fixtures, computer equipment, and real estate. His clients benefit from his knowledge of regulations governing property taxes and sales and use taxes, as well as his ability to effectively negotiate tax matters in a positive and non-confrontational manner with assessing officials. His efforts often result in timely tax savings for his clients and assessment changes without litigation.

Mr. Bovard earned his bachelor's degree from Grove City College and an MBA in finance from Youngstown State University, and holds the Certified Assessment Evaluator ("CAE") designation which is the leading designation for those involved with real and personal property assessments. He is a State Certified General Appraiser in Pennsylvania and is a member of the Assessor's Association of Pennsylvania and is an affiliate member of the Institute for Professionals in Taxation. He is also a member of the International Association of Assessing Officers ("IAAO") and is the past president of their local chapter known as the Tri-State Chapter of Assessing Officers.
